When I say goals I should be more specific; I mean to say policy towards the development of Ukraine. It's plans for domestic and foreign policy, plans for uprooting corruption, economic partnerships, etc. It isn't to say those things don't exist, but it is pretty evident that Ukraine's single focus right now is an existential one; expelling Russia from their borders. If this can't happen, the EU/NATO ambitions cannot happen.
Joining the EU and NATO are valid bids that certainly secure a developmental path for Ukraine, but they are requests made out of desperation and they are received by diplomats ignorant to the consequences.
