I think there is some credence to your statement but there's some things to consider:
-Europe failing to provide Ukraine sufficient aid (what metric do we measure such a thing by the way?) is a result of Europe failing to provide for its own security apparatus
-NATO is not responsible for ensuring morality exists on the battlefield, and therefore has no power in whether or not atrocities occur. NATO is a defensive military union, not a peacekeeping organization.
-The Republican Party has a valid cause to want to dwindle down or cancel aid to Ukraine. America is dealing with its own economic burdens and has its own strategic goals it needs to focus on. US aid to Ukraine has already surpassed $18 billion with $40 billion more on the way. This doesn't include the amount of hush-hush military support we have given in the form of Command and Control assistance and intelligence (i.e. how we are winning the air war for them). That is enough.
Putin can wait as long as he likes with whatever impressions he chooses to subscribe to, but as it stands Russia's efforts will still fall short.
