I tend to agree. I think Macron's statement on providing Russia security guarantees is probably more in line with a formal, signed treaty on NATO and its expansion.

A lot of the "justifications" Putin made for the invasion were based around broken promises - promises, not treaty - and so I think Macron is eluding to this.
